Peter Project Outreach, Inc. is a Texas corporation providing community based behavioral health services to children and youth, including skills training and case management, primarily for families covered by Texas Medicaid and participating managed care plans. These Terms govern your use of our website at https://thepeterproject.com and our text messaging program. By using the site or opting in to text messages, you agree to these Terms. If you do not agree, please do not use the site.

2. The website is information, not care

The content on this website is general information about our agency and the services we offer. It is not medical advice, a clinical opinion, or a diagnosis, and it is not a substitute for care from a qualified professional.

Using this website, sending us a form, or exchanging text messages does not by itself create a provider and client relationship. That relationship begins only after intake is completed, eligibility is confirmed, and services are formally authorized and agreed.

In an emergency, call 911. If you or your child are in crisis, call or text 988 for the Suicide and Crisis Lifeline, or call the Harris Center crisis line at 713-970-7000. Do not use this website, our forms, or text messages to report an emergency. They are not monitored around the clock and there may be a delay before anyone sees your message.

3. Eligibility and enrollment

Information on this site about Medicaid coverage, service types, or eligibility is provided as a general guide. It is not a guarantee that a child will qualify, that a plan will authorize services, or that services will be provided at no cost to you. Eligibility is determined by the health plan and by clinical assessment.

4. Text messaging program

4.1 What the program is

Peter Project Outreach operates a text messaging program for parents, legal guardians, referring professionals, and prospective and current families. Messages are informational and service related.

4.2 Types of messages you may receive

4.3 Consent

You are only enrolled if you affirmatively opt in, by checking the consent box on one of our forms or by texting a keyword we publish. Consent is never a condition of receiving services, and we will never require it in order to enroll a child. Only a parent or legal guardian, or the adult who owns the number, may opt that number in.

Your consent to receive text messages from Peter Project Outreach is not shared with anyone else and is not used by any other business to contact you.

4.4 Message frequency

Message frequency varies based on your child's schedule and where you are in the intake process. Most families receive fewer than ten messages per month.

4.5 Cost

Message and data rates may apply. These are charged by your mobile carrier, not by us. Check your plan if you are unsure what messages cost you.

4.6 How to stop messages

Reply STOP to any message to stop receiving messages. You will get one confirmation and then nothing further.

Stopping text messages does not affect your child's services. We will simply reach you by phone, email, or mail instead.

4.7 Carriers are not liable

Mobile carriers are not liable for delayed or undelivered messages. Delivery is not guaranteed and depends on your carrier, your device, and your coverage. Do not rely on a text message as the only way you will learn about an appointment.

4.8 Supported carriers and devices

Our program works with major United States carriers. Not all devices or plans support every message type, and carrier support may change without notice.

4.9 Keep your number current

Tell us if your mobile number changes. If a number is reassigned to someone else, they may receive messages meant for you until we are told.

4.10 Privacy

How we handle your mobile number and your consent record is described in our Privacy Policy. In short: no mobile information will be shared with third parties or affiliates for marketing or promotional purposes. Information sharing with subcontractors who provide support services, such as message delivery, is permitted. All other categories exclude text messaging originator opt in data and consent, and that information will not be shared with any third parties.

5. Using this website

You agree not to use the site to break the law, to interfere with its operation or security, to attempt access to areas you are not authorized to reach, to scrape or harvest data, or to submit anything false, abusive, or infringing.

6. Information you send us

Please do not send detailed health information through our web forms or by text. They are not secure channels. Information you submit through the site is handled under our Privacy Policy. Protected health information created once services begin is governed by our HIPAA Notice of Privacy Practices.

7. Our content

The text, graphics, logo, and materials on this site belong to Peter Project Outreach, Inc. or are used with permission, and are protected by law. You may view and print pages for your own personal or referral use. You may not otherwise copy, republish, or use our name or logo without our written permission.

8. Other websites

We may link to other organizations for your convenience. We do not control them and are not responsible for their content, accuracy, or practices.

9. No warranty

The website is provided as is and as available. We do not warrant that it will be uninterrupted, error free, or that the information on it is complete or current at every moment.

To the fullest extent permitted by Texas law, Peter Project Outreach, Inc. and its directors, officers, employees, and contractors are not liable for indirect, incidental, special, or consequential damages arising from your use of this website or our text messaging program, including any delayed or undelivered message.

Nothing in these Terms limits any liability that cannot be limited by law, and nothing here alters our professional obligations to clients receiving services from us.

11. Governing law

These Terms are governed by the laws of the State of Texas without regard to conflict of laws rules. Any dispute will be brought in the state or federal courts located in Harris County, Texas.

12. Changes

We may update these Terms. The updated version will be posted here with a new date. Continuing to use the site or the messaging program after a change means you accept the updated Terms.
